Who is ARPAPEL? 

  • We are a group of companies devoted to the production and commercialization of paper based products.

  • We are one of the largest paper converters in Mexico.
  • We have been in business for more than 50 years.
  • We manufacture envelopes, business forms, stock tab paper, file folders, expandable file folders, security documents, art portfolios, gift bags, gift boxes, folding carton packaging and arts and krafts papers.
  • All of our Business Units have independent sales forces which compete among each other whenever they meet in the same market.
  • Internationally, we service our global customers locally but we consider them as one single client.


History of Grupo ARPAPEL


ARPAPEL, S. A de C. V (ARPAPEL) was originated in 1956 with the creation of Nacional de Sobres, S. A. (NASSA)

The founding partners were:
Federico Toca Fernández (Deceased)
Fernando Toca Fernández (Deceased)
Leopoldo Fernández Agudo (Deceased)


In the first days, the main activity of the company was limited to the production of standard envelopes. The machinery and equipment in general were used and outdated and most of the clerking activities were done by the co-founders.

As a result of many years of great effort, NASSA´s market share was increased due to the acquisition of competitors supported by efficient processes and an aggressive sales strategy.

In 1979, the envelopes division of Setermex, S. A. was incorporated to NASSA gaining the capacity to enter the special envelopes market. This effort positioned NASSA as the second largest envelopes manufacturer in Mexico.

In 1987, all the assets and client base of Manufacturas de Papel, S.A. (main competitor and market leader), were acquired by the group of partners transforming it into Comercial Mapasa, S. A. de C. V. (MAPASA). This process not only strengthened the leadership of the group in the standard and special envelopes markets but also provided access to the highly specialized envelopes, file folders and cut size paper markets.


In other words, by then ARPAPEL had two independent strategic business units that competed between them, with a solid financial structure, efficient manufacturing facilities and differentiated distribution channels.

Once it became a leader of its natural markets, ARPAPEL decided to diversify from the envelopes business and, in 1988 took over Creatividad Impresa, S. A. de C. V. (CREA), a business forms manufacturer.


In the following four years, ARPAPEL made substantial investments strengthening and consolidating the capacity and technology of each of its companies as well as their market position. At the same time, a new labor culture was implemented through out the group by renegotiating the union contracts and defining aggressive incentive plans.

In 1992, the need of adequate facilities to produce high volume products such as file folder and stock tab paper led to the creation of Formastock, S. A. de C. V. (FORMASTOCK). This company was designed and built based on a high efficiency philosophy and state of the art technology.

Given the imminent globalization of the markets, in 1994 ARPAPEL decided to enter the USA market by acquiring Husky Envelope Co. in San Antonio, Texas, creating Texas Star Envelope Inc. (TEXAS STAR), which produced standard and special envelopes. This strategy provided ARPAPEL with tangible benefits such as strategic alliances with suppliers, market and technological know how and a wider business vision.

Continuing with its expansion and geographic diversification strategies, in 1996 Grafipapel, S. A. de C. V. (GRAFIPAPEL) was created in Lima, Peru. It is focused to the production of envelopes and business forms and distribution of other related products.


1997 is the year of the transformation of the manufacturing processes of all the companies of ARPAPEL by installing new technology and launching new products into the market:

GRAFIPAPEL – Duplicates its business forms capacity
CREA – Sets up a business form checks plant
MAPASA – Enters the gift boxes and expandable file markets and buys a 4,000 m2 warehouse.
NASSA – Invests on new envelopes equipment
FORMASTOCK – Triplicates its capacity.

Also in this year, the strategic objectives are reviewed and a strategic plan is developed. As a result of this process a reengineering project is launched as well as the renovation of the information infrastructure of all the group. A new organizational structure is created centralizing Financial, Human resources, Systems and Purchasing departments.

In 1999 a distribution company of office supplies called Adisa, S. A. De C. V. (ADISA) is created and located in Tijuana, B.C. strengthening the position of ARPAPEL in the Mexico-USA border.

In the year 2001 NASSA and CREA are merged into one single company in order to maximize the synergies between them. The same process occurs between MAPASA and FORMASTOCK.

Along with this business efforts, ARPAPEL decided in 1999 to create a Child Assistance Foundation called Dibujando un Mañana, A.C. (Drawing/Shaping a Tomorrow) dedicated to support education and care for children in need. As of today, more than 150,000 children have received benefits from donations in material, human and financial resources.
